苹果开发者账号，不是可以发到全世界任何区吗。你不在国内上架，发布时不勾选国内就好了。

开发者账号不分区，只是在发布应用后可以设置哪些地区可用哪些地区不可用而已

如果选择了美区，然后提交的是国内信息，大概会有这个回复：
``` Thanks for letting me know that your country is different then what’s showing on the enrollment. I have withdrawn your enrollment. Your credit is being reviewed and you will receive a status update by email soon. ``` |

苹果的不知道，以我在 Google Play 的经验，需要你使用定居地的证件，除非你能拿到绿卡，否则就无法申请美区开发者账号。
