【BE CONSIDERED SOMETHING】 [I] to have all the necessary qualities to be considered to be a particular thing |

to have all the necessary qualities to be considered as a particular thing 不过如果说这是物品的话,considered to be 就变成“把它当成”了。 |

to have [ ( all the necessary qualities ) to be considered ] to be a particular thing

qualify = to have all the necessary qualitites so that it can be considered as a particular thing |

The sentence doesn't make any sense. You don't have to understand a wrong sentence.

总觉得to be a particular thing 的to be有点别扭,比较同意4楼观点
